Water crane funktion

Hello together,
I have another technical question about the water crane at Moyasta station on the West Clare Railway. The water crane at the top a kind of Exenter, when the crane is rotated, it is lifted. What is this function?

I believe it is a centring device. In other words when the water crane is rotated it raises or elevates along the ramp and gravity would encourage it to return to its out of use position and therefore not compromise clearances.

The wheel travels on the ramp which causes the lift to nd action.
