Problem with programme track

I'm using Roco Z21 and all of a sudden I'm getting an error message when trying to programme a new loco. The error message is "CV Programming Error". I have cleaned the programme track. There is power getting to the track but it is not reading the decoder at all.

 

Any ideas as to what the issue might be??

is it with one loco or multiple?

does that loco run normally on the regular track?

Multiple locos and yes the locos run normally on the regular track.
