Reverse loops

I am looking for some help and if possible support in sorting out reverse loops on my track and if possible problem solving why my track does appear to have power ? Possibly due to a short, not sure ! Any takers?

Yes I have cut the rails and placed isolated points so yes I have done this and I have bought a reverse loop board which has sensors to monitor the trains from either direction.

This is a DC layout and I bought three reverse loop electronic boards which have monitors through sensors.
