Looking at Google Streetview this looks like the location from the M2 side.

The standard motorway crash barrier doesn’t seem to have been adequate to protect the permanent way - then again it’s prime purpose is to deform and absorb energy whilst preventing vehicles from crossing into the opposite carriageway, not necessarily to protect a railway.
