Part of the underlying problem is falling commodity prices lead to falling rail traffic with a glut of dairy products, timber and coking coal on the world market. The asbestos problem (same thing happened with Chinese supplied locos in Australia) was an interesting time for rail fans with some interesting consists as locos were shuffled around to replace the temporary withdrawn DLs.
