If I raise my trackbed to form an embankment, does this rule out the use of wire and tube manual point control since the embankments are facing me and I need to control them from the same side. Do I have to use point motors in that case?

Not at all. Probably the best way would be to use a bell crank at the point.

I presume to mean two bell cranks to bring the throw of the point from its source to the lower baseboard frame?

Not necessarily. The wire in tube could be routed up through the lower baseboard. It all depends on the space available.
