Hybride seems a cop-out neither one thing nor the other. Better to go full electric using overhead wires or 3rd rail. CAF mk4 coaches between a pair of power units on the Cork route? Comfey and quiet. The Luas Tram in Nice, France has batteries for the city centre sections and overhead wires for the rest of the route (avoids unsightly cables in scenic parts of the city).

It's an eminently sensible tender. Stock to work under the knitting, and be battery powered where no knitting exists, but the plan would be to electrify the routes highlighted in the tender, eventually. 

I'd suggest you get your comments on seat comfort in early mind, before manufacturers get appointed...

The routes in question electrification works are already out to tender with the wires to be in operation by 2025.
