Identify white metal model

Hi guys i've been having trouble trying to identify a model left to me by my late grandfather

its a white metal model that was packaged with an abrico model of the old donegal railcar and a cie cattle wagon

theres no markings on the loco to say who made it

i was hoping maybe somebody here could help as i'd like to finish it

It might be an MIR kit? Model Irish Railways.

i think it would have been bought in the 90's possibly at a convention in ballsbridge
