I agree, most of the layouts that I build the track goes straight to the baseboard, it's personal choice.

Only the open cell foam deteriorates over time, closed cell or PU foam does not.

Hi Joe, I use closed cell foam it's excellent for reducing noise. Can be bought from efoam.ie cheap enough. I have some in stock if you want it.

More than likely the decoders in the locos, what decoders are you using? The cheaper ones do this particularly when programming. I would doubt it's the controller, but it's worth doing an update to the latest firmware. Are the cobalts DCC?

That's impressive as the cheaper decoders struggle with shunting speeds. I got 10 decoders for €24.99 and free shipping.
