I would question this

 

"Built primarily to provide a passenger service, the railways of Ireland...."

 

Most railway companies in ireland justified their investment on freight , especially animal traffic , passengers were somewhat of an afterthought

Hopefully, that's a howler committed by a reviewer, rather than the author!

 

Any student of even the most rudimentary or simple elements of Irish railway history will see maps of Ireland on early railway publicity and should realise that the "north" isn't even a hundred years old, even if taught little history at school, and no sign of "GSR" exists anywhere!
