I'm wiring Amiens Street for digital control - (which doesn't mean you have to go DCC for the layout itself if you don't want). Simple, two wire bus for all motors, back to a Hornby Elite controller I had 'spare' into an oul PC, and running JMRI (though looking at options)

You might find an older set wont run as well as a new, modern option - which might lead to frustration and early abandonment You'll pick up a nice brand new set from a model shop for 100-150 euro mark - worth it to start off right

The 80's was indeed a great era, and you'll fine IR liveried irish rail locomotives, coaches, etc, fairly handily. In terms of budget though, you are looking at at least 100 euro for a loco (then around 30-50 per coach) before you buy track or a controller? One option might be the Bachmann Irish DMU train set? You get a loop of track, a controller and a DMU....
